Oracle on Windows 2003

Aloha!

Oracle Database 11g Enterprise Edition Release 11.1.0.7.0 - Production
PL/SQL Release 11.1.0.7.0 - Production
"CORE 11.1.0.7.0 Production"
TNS for 32-bit Windows: Version 11.1.0.7.0 - Production
NLSRTL Version 11.1.0.7.0 - Production

Above is version details of DB system that we have, one or two of the DB that we have has a problem with regard to CPU processing(100% when DB is accessed), client views and compiling, also the OS is prompting a msg "Some services failed to load during startup.." and whole system is dragging,CPU at 100% and used by one oracle.exe file.

Since our oracle was deployed on Win 2003, is their any update for oracle for it was deployed on window or vice versa? If there is a need i would appreciate a detailed procedure.
