Oracle Number Precision format

Hi,

I have one doubt regarding Oracle Number format .
If the Number format is (4,2) ,Its accepting total 5 Bytes.
But if its 16,6 Its accepting 16 Bytes only . Its able to save numbers in 9,6 or 10,5 . Could you please me know Why it is so.
