Oracle Modeler - Missing Browser, Navigator Panels

I am running stand alone Oracle Data Modeler Version 4.0.2.840 and am missing my Browser, Navigator and Versions panels.

Selecting Data Modeler > Browser from the View menu does not work.

Selecting Data Modeler > Navigator from the View menu does not work

Oracle SQL Developer Data Modeler is fully loaded when I select Help>Extensions.

There do not appear to be any memory issues.

There does not appear to be any way to restore windows to factory defaults in the stand alone version.

So I have tried several times to reinstall the software by wiping out the directory and reinstalling, but somehow these issues persist after the reinstall. Is there something else I need to delete when uninstalling stand alone Data Modeler? Or is there a way to restore factory default windows in the stand alone version?
