Oracle Memory Question

This question is broad but I will ask never the less. I recently changed my SGA target to 9GB and PGA is 1 GB. Running 10g and AIX 5

My system administrator has told me he has upped the RAM on the AIX from 13 to 17GB. He stated Oracle was using the additional RAM and he needed to add more.

Is this true I thought Oracle would only need a total of 10GB from the OS?
