Oracle MapViewer - How to start serving maps from your local database instead of https://elocation.o

We have installed Oracle Spatial on a 18c database instance. When looking at Oracle Maps applications (https://apex.world/ords/f?p=100:710:556468343113::::P710_PLG_ID:APEX.ORACLE.OSM.MAPS ) they refer to https://elocation.oracle.com/mapviewer, but when I try to change them to point to my local database mapviewer instead using https://mydomain:9503/mapviewer or http://mydomain:9502/mapviewer instead that does not work. The plugin also seems to refer to javascript files that are not on my server but is somehow on the Oracle server. How can I start serving maps, geocoding and doing driver directions from my local database server? Is using the https://elocation.oracle.com/mapviewer maps and geocoder and driver directions free or are there any usage restrictions?

Is it possible to create maps, geocoder and turn by turn driver directions metadata yourself or would this be a 2 year ordeal that you would be crazy to undertake with your small amount of GIS knowledge and the correct answer is that you have to buy this data? What is the best way to use Oracle Spatial maps for South Africa from your local database server inside of Oracle Apex?
