Oracle Management Server (OMS)

I'm try to run Backup wizard from oracle and receive it message:

"This wizard can only by launched when the application is connected to the Oracle Management Server (OMS), Launch the application and connect to the OMS before trying to launch the Wizar again."

I don't know this tool and don't know how do it...

Someone can help me ?? please......
