Oracle Linux 7.2 hangs on "reached target shutdown" (Hyper-V)

Hello!

Our company uses several virtual machines with Red Hat 7 and Oracle Linux 7.2 on Hyper-V 2012 R2.

Everything works well before rebooting.

When you try to shutdown or restart the operating system, the following problem occurs: system hangs on "reached target shutdown" step. This problem does not always appear. I noticed that this happens when the swap partition is used by the system more than 50%.

Does anyone know what might be the problem?
