Oracle License calculation

We have a requirement to arrive at the total number of Oracle licenses required for one of our new projects where the infrstructure makes use of following Oracle Products:

Oracle 12c Database ( Prod, Dev and UAT environments)

Oracle Data Integrator (ODI)

Operational Data Store(ODS)

Disaster Recovery

Oracle Golden Gate for CDC

Oracle DB will be Enterprise Edition.Do we need to buy separate license for Diagnostics Pack,Tuning Pack, Table Partitioning or do they come along with the Enterprise Edition at no additional cost?

Can someone please guide me on how to arrive at the number of licenses for the above infrastructure? TIA
