Oracle Instant Client Installation

Hi,

I have Oracle 9i Database. Now i wanted to connect it using ODBC driver from windows machine. So i installed Oracle Instant Client10g and tried. But it says to configure the TNS name using the Oracle Net Service.

But there is no file - tnsnames.ora in the Oracle 10g Client installation. Then how will i configure the TNS service?
Can we get any installaton for Oracle Net alone since i strongly think that there is no Oracle Net running in my machine. Please someone could mention what i am missing and if possible any link for any additional installation that would be needed.
