Oracle instant client 11.2.0.3 vs 11.2.0.4

Hello,

we have a simple application running on Windows 8.1. If we use the Instant Client 11.2.0.3 the database connect to the Oracle Database works great.

So if we use the Instant Client 11.2.0.4 we get a ORA-12560: TNS: protocol adapter error.

I have logged with procmon and the 11.2.0.4 does not using the TNSNames.ora (file exists in the correct folder). Whats the difference between 11.2.0.3 -> 11.2.0.4 instant client?!
