oracle initialization and shutdown in progress

my database 10g is having some problem i restarted my system then i going to connect to sys user from command prompt then message occurs that "Insufficient Privilage" and when i connect with another DBA user then it shows message "oracle initialization and shutdown in progress".
can any body tell me what should i do?
