Oracle, increased memory usage

Oracle Restat 18C (18.3.0.0) on Windows Server 2012 64b

I have observed that the memory usage increases little by little
Server has 128G of memory, Oracle consumes 78G
I could see that actuallemnt sga = 38G pga = 8G and Default cache is at 28G

Is there any documentation to help me find the cause ?
