oracle import TNS:destination host unreachable

Hello,
I am a beginner to oracle dba....im using 11gr2 oracle db and trying to import a dump with the following syntax in oracle linux 64bit.

./imp username/password@propel4 file='/u01/file_Dmp/propeloper.dmp' full=yes log='/u01/file_Dmp/log.txt' show=y

Earlier, i was getting this error while importing

IMP-00038: Could not convert to environment character set's handle
IMP-00000: Import terminated unsuccessfully
so i did export NLS_LANG=.AL32UTF8
and then again tried so now i am finally getting this error while importing

IMP-00058: ORACLE error 12543 encountered
ORA-12543: TNS:destination host unreachable
IMP-00000: Import terminated unsuccessfully

the import is being dump locally with the file also on the same system....although the export was made elsewhere probably using oracle 10g.
I dont understand the role network has to play in this.
Any suggestions ?
