Oracle Help Guide

Hi. I've been working on loading an OHW file onto the web through JDeveloper. I think this is possible from what I have read on the forums. They all say to consult the Oracle Help Guide. Whenever I go to look at the Oracle Help Guide, I am not able to access it. It says the page can not be displayed. I'm wondering if anyone here has a copy of the Oracle Help Guide that I can see or has any ideas about how to use JDeveloper to implement OHW files. Thanks.
