Oracle GoldenGate licensing

I know that Oracle GoldenGate is licensed on CPU basis.

Normally, all machines on which processes of the software run must be licensed. In practice this (I suppose) means the whole source and the whole target systems must be licensed.

In my system the source system is a 3 node RAC cluster. If I design the oracle GoldenGate cluster service to run only on 2 nodes, will I still need to license the whole cluster? Can I buy licenses only the 2 nodes eligible to run OGG processes?

We also need to create a test system, similar to the production environment. Is there any test type license available?
