Oracle Database Discussions

Dear Friends ,

We are using Oralce 10g with a banking software (software uses Oralce Developer) . My Problem is , sometimes (2/3 days later) It generates a lot of waiting sessions when user connects to the database through the banking software .(i.e. , One user creates a lot of session) . At that moment the alert log shows the following Error :

In this moment , when we kill all the sessions(particular user) then the problem bocomes solve. But we dont understand, why this error has occured sometimes . Plz inform me ......
