Oracle Gateway for ODBC Listener does not get created after install

O/S: Windows 7 64-bit
DB: Oracle XE 11.2
Gateway: Oracle ODBC 11.2

When installing the Oracle Gateway for ODBC on one Windows 7 system, everything works fine.
However, after installing the Oracle Gateway for ODBC on another Windows 7 system, the Gateway listener does not exist/appear as a service.
I noticed that on the second install there were no REGISTRY_KEY values for the Gateway installed under HKEY_LOCAL_MACHINE->SOFTWARE->Oracle.
Has anyone experienced this? What could be the cause?
