oracle free download and commercial???

Oracle license for single processor is 40000 dollors.
Also we can download the database free on the otn.oracle.com.
What is the differece between the commercial version and the free one for download on the web??? Is it only the matter of support or the free version on the web has some drawbacks for example less storage or limited connections???
Please tell me about this question.
