Oracle Forms vs JDeveloper and APEX

We are currently in the process of upgrading our systems from Client/Server (Forms 6i and Reports 6i) to the Web environment. We have been evaluating many tools for this issue.
We have read [www.oracle.com/technology/products/forms/pdf/apex_forms_jdev.pdf|www.oracle.com/technology/products/forms/pdf/apex_forms_jdev.pdf] , we also evaluating Oracle APEX, Oracle JDeveloper 11g, Oracle Forms10g and Reports 10g Services, as well as Oracle BI Publisher for reporting.
The developers are sort of worry from going to Oracle Forms 10g and Reports 10g because they feel Oracle is not supporting them as much as other tools such as Oracle JDeveloper 11g and Oracle APEX. Moreover, there are many migrating paths to these tools for Oracle Forms Developers. Even there is a conversion tools from Oracle Forms to APEX!!!
Oracle also did not release a new version of Oracle Forms since along time, compared to Oracle JDeveloper and Oracle APEX.
Also the support for SOA is more in JDeveloper more than Oracle Forms and Oracle APEX.
I know it is our decision after all, and our development team - who are so experienced in PLSQL and Forms - has to take this decision. But we are kindly asking for any hints or clues that can help us take this decision.
