Oracle Forms tab key login issue

My company is running Oracle Fusion Middleware 11g Release - 11.1.1.4.0..

We are using Oracle Forms and Reports.

A while back, our tab key stopped working in the Forms Login screen.. I downloaded patch set 11.1.1.7.0 to hopefully correct this issue.. However, when I try to install the patch I get the following error:

INST-07531 - The Oracle HOme provided does not contain Oracle Portal 11.1.1.2.0.

Do I continue with the install? Thank for the help..
