Oracle Forms runtime using fsal is consuming high CPU on Windows

Hi All,

While launching the oralce forms application using FSAL on windows, the CPU consumption is going high (80%+) on windows machine.

Oracle forms version - 12.2.1.19

OFM server - RHEL 8.8

Database - 19.20.0.0

JRE - 8 update 351+

Windows - Windows Server 2019 (64bit)

Kindly help me to diagnose the issue.
