Oracle Forms not running on Windows 10 64bit and EBS 12+

Oracle Forms 10 doesn't run, but crashes when opening a file in Windows 10 64bit. Oracle said only solution was to upgrade to Oracle Forms 12.
Ah, it runs now after upgrading, my problems are over, right? Nope, went to compile the form on the unix server for E-Business using frmcmp and it doesn't recognize the file. Get a FRM-10043 error.
Anybody have any solutions?
