Oracle Forms Builder cannot connect to 10g Database

Dear all,

I am running Windows XP Professional SP2, with Windows Firewall disabled.

I installed Oracle 10g Database, the name of my database is "oracle" and I have been using the account "system" with a password that I defined, to run SQL * Plus commands successfully.

I now need to use Oracle Forms Builder so I have installed Oracle Developer 10g, which includes the Oracle Forms Builder app.

When I go to the "Data Block Wizard" I try and retrieve data for one of the tables in my database, it asks me to connect to the database, so I enter my account "system" the password, and then the name of the database "oracle"

There is a pause of a few seconds and then I get the error message "ORA-12535: TNS:operation timed out" and the database is NOT connected.

I have googled this error message and I must of referred to at least 40 different webpages - my database, and the oracle forms builder, are both located on the same machine.. my firewall is disabled.. what could be causing this issue?

I'm a beginner in Oracle so I would be very grateful for any suggestions from anyone. Thank you!
