we windows 10; forms builder 12.2.1.3

Open builder menu file-> connect to database; menu file-> convert xml-to-binary errors.

Using command line

<ORACLE_HOME>/<instance>/frmxml2f.bat <file>.xml userid=user/pwd@<alias>

no errors.

what is the problems?
