Oracle Forms and OAP

We are trying to migrate from a 12.2.1.4 Forms and Reports installtion to Bi Publisher for reports. The plan is to install a separate Forms and Reports 12.2.1.19.0 and a as per your recommendation a separate oracle home and domain home for BI Publisher, is that right? What version of OAP should we use?
