oracle forms and license fees?

hi guys,
sorry to ask this question, but i search around the otn to no avail..

1) is oracle form free or does it cost a fee ? per machine ? or per license ? or ?... anywhere where i can get this info ?

2) do it has to come with the oracle ias application server or i can just run it on any jvm ?

3) can i actually use the form without using a browser ? or if i were to post it on the web? there is a web service for it or ?

sorry i am not a very java nor web application guy... so please do bear with me if i have ask any stupid question aboved.
