oracle forms 9i

Hi,
I have installed oracle 9i personal edition on windows xp, and also oracle 9iDS on the same sytem,
when i try to create a form, connecting to the oracle database , i'am getting the following error:
ORA-12154:TNS:could not resolve service name.
Please help me regarding this problem.
