Oracle Forms 6I Builder Run Form Button Fails

Hi,

I have installed Oracle Developer 6i with patch 17 as I recall. this is my version now "Forms [32 Bit] Version 6.0.8.26.0 (Production)".

when I click the "Run Form" button, it compiles the form but does not run it, it does nothing.

what could be the problem?
