Oracle Forms 12c - Restricted Use License BI Publisher

If I were to convert my reports from Oracle Reports to BI Publisher reports. What limitations are there with using BI Publisher to run these reports using the restricted use license that comes with an Oracle Forms 12c licence, apart from the fact it is only for Production use only?

Is there a limit to reports you can run? Are there user restrictions?
