Oracle Forms 11g with Arabic and English prompts

Hi All,

  I am developing application using Oracle Forms 11g r2 and database as 12c.

My NLS_LANG is UTF8.

I have two languages, English and Arabic.

The records which is stored in database whether in Arabic or in English, it retrieves correctly as it is.

I have used Labels and prompts in both English and Arabic.

Arabic is not displaying. It displays as ?????

How to resolve this issue?
