Oracle forms 10G webpage not available while offline

I installed oracle 10G both in my PC and my laptop with XE database. In my PC it works fine but in my laptop there is an error, when I run the forms I got error "Webpage unavailable while offline. The webpage you requested is not available offline. To view the page click connect." When I click connect it gives me option to connect to broadband or network, both not working.

Any idea how to solve this? Is this related to PSAPI.DLL warnings upon installation?
