Oracle Enterprise Licensing for NON Oracle Authorized Cloud providor

Hello,

If a 2 CPUs Windows VM machine, which has an Oracle Enterprise database, is hosted in a NON Oracle Authorized cloud provider, how many Oracle processor licenses should we buy for it?

What if the VM has only 1 CPU? And what if it has more than 4 CPUs?
