Oracle EM Database Express renders blank page

Hi,
I have Oracle 19C "Oracle Database 19c Enterprise Edition Release 19.0.0.0.0 - Production Version 19.14.0.0.0" installed on RHEL 7. When I access the EM Express page, it renders a blank page. Any suggestion why it is rendering a blank page? I have attached two images to show what gets rendered.

SELECT DBMS_XDB_CONFIG.gethttpsport FROM dual;
returns
5500
