oracle digital assistance- we are trying to Integrate ODA Practice login with our Fusion instance

ODA Practice login requires basic setup.docx (377.12 KB)We are stuck with ODA Practice login to Integrate it with our Fusion instance, currently our practice ODA login is blank as user is new with no data, nothing is seeded,

We could only integrate with instance, we don't have anything seeded to see setup before enabling.. also, enter button is not getting enable, initial of my question been create has now guided flow as well.
Please suggest a way for practice ODA login initial setup
