Oracle Developer Tools for VS Code Extension Connect Error

I am running VS Code 1.74.2, .NET 7.0.101, and Oracle extension v21.5.0.
When attempting to execute Oracle:Connect I get the error "Command 'Oracle:Connect' resulted in an error (command 'extension.oracleconnect' not found)". How do I resolve this issue.
