Oracle Developer Tools for Visual Studio without Local Oracle 12C

Looking to install Oracle Developer Tools for Visual Studio (ODT) to connect to an Oracle DB on a server. I does not have a local version of Oracle 12C on my computer and the installation appear to not been complete.

Is there any way to install without having a local Oracle DB that I will not be using.
