Oracle Developer Tools for Visual Studio .NET disabled in web application

I install the ODT for visual studio but they are only available for use if i am only developing a windows app and not grayed out when i need them for web application development. have i installed them improperly or is this a problem with oracles installer. does anyone know how to configure vs 2005 manually to allow these component to be accessible to web development.
