Oracle Developer Suite 10g for Windows

We have been having problems to download the Oracle Developer Suite 10g (9.0.4) for Windows for the past two days. It HANGS at 99% of the downloading when we tried to download the first .exe file. No problems with the other two small files. We tried to use either IE 6.0 or Netscape 4.7, but same problem. The OS is Windows 2k prof. with SP3. Could anyone shed some light?
