oracle designer 10g problem after installation

at the begiinning I want to say that I tried to dig out needed information on this forum but no result.
It is my problem.
at my XP operating system I have installation of my 10g Oracle DB.
It is installed in c:\oracle\product\10.2.0\.
After this, I have installed oracle designer 10g (10gR2_designer_10123)
Designer was installed in this same ORACLE_HOME that Oracle db software.
When I try to connect to Repository Object Navigator (RON) I get this same error all the time:

It seems that it can not fiind the entry in tnsnames.ora. But I can not find tnsnames.ora file that designer uses? I assume it is the same that oracle uses from c:\oracle\product\10.2.0\db_1\NETWORK\ADMIN\tnsnames.ora.
But in this file I have the proper entry to the DB i want to connec to.
Can anyone help me? Do you have any ideas?
