Oracle db performance and sar output

Dear gurus,
In order to measure the db performance do we need to measure performance at O/S level first? My database is 10.2.0.4 and sometimes the performance degrades when i check the sar for cpu and sar -r i get the below output

In this case, the SGA size 27GB and total server memory is 32GB, does it mean the sar output will always show 27GB as used?
