Oracle DB causing 100% cpu utilization when not working ,with oracle_ N_orc process forked

i have oracle 12g installed on Amazon linux ,

after i stop working with it and no process do any request or sql querys .

I noticed i have 100% cpu utilization and allot of "somekind" of oracle process runnig

that looks like this when doing TOP :

even i when do kill -9 pid they still going up ,

also i tryed to restart the AWS server and they still got up and do 100% cpu utilizetion

even where there is no work is done on the DB  

what is it ?  

how can i reset the DB ?
