Oracle DB Backup Strategy

I want following features to cover in my backup strategy.

1. I need to ensure that we have a good backup (Snap in time) to disk (SAN) that we can restore from including transaction logs in the event of a loss of the database.
2. The backup files DB & Transaction logs) need to have the ability to be sent from disk to tape on a daily basis as part of a normal backup job using Backup EXEC.
3. I need the ability to restore (DB & TRN logs) for a given day from disk for up to 7 days back and have the ability on that day to roll the DB forward to a given point in time.
4. We need to perform these backup functions in a 21/2 hour time frame each night.

My DBA friend suggested to do a cold backup with Archiving and Complete weekly and the daily incremental back and enable point in time recovery.

What is best practice to cover these issues.

Can any kind gentlemen suggest on this.
