Oracle Dataguard- several gaps occuring in physical standby

Hi,
We are currently on DB 10.2.04. and EBS 11.5.10.2. On our test system we are currently experiencing several gaps on the standby, and of course this is affecting the application of our logs. Our network administrator insists that there are no problems with the bandwidth/ connectivity between our primary and standby. There have been no failures in the physical hardware either.
My question is, other than the two reasons I've given above, what could be possible reasons for these gaps? I'm trying to find a way to explain this situation.
