Oracle database system that works behind internal proxy system

I have a system database in the main head quarter of my company. I setup the main database system, and then in other city in the branch office, i setup another databse system that link to the head quarter oracle server to get the data, so the data is only inside the head quarter office. I do this due to the management system policy. However in the branch office the oracle server is behind a proxy server.

My question is how can i setup an oracle server that needs to connect to the other oracle server (the main oracle server that holds the data) through a proxy, because I tried to setup the listener, and it just could not get through the proxy server, even after I open all the port and setup the proxy server policy to allow all connections from anywhere to anywhere with all services / ports allowed too...

After serveral days trying I gave up and just don't accept that oracle 9i doestn't support working behind a firewall.
