Oracle Database - Standard Edition & Diagnosis Pack???

I need some help finding out if the following configuration is valid?

Oracle Standard Edition Database with a Oracle Diagnostics Pack and Tuning Pack

The reason I ask, it's possible to purchase the Oracle Diagnostics Pack and Tuning Pack online (it doesn't say this is limited to Enterprise only on the product description) and my Manager wants to use it with Standard Edition. From reading the following MetaLink document 1084132.1 (link below), it says these packs are only an options if you are already running Enterprise, is that true?

So does this mean if I'm running Standard it's not possible for them to run, even if we buy the licenses.
