Oracle Database Licensing - Development and Test Instances

I have a question about Oracle database licensing.

I am running a production instance of PeopleSoft applications on an Oracle 10g database, with a per-processor license. We need to have a development environment where we can develop and test customizations, fixes, and patches for the applications before we put them into production. The development/test environment would never be used for production processing, as we have a fully licensed production database for that.

My question is, can I use the 10g database with the “Oracle Technology Network Development License Agreement,” found at http://www.oracle.com/technology/software/htdocs/devlic.html?http://www.oracle.com/technology/software/products/database/oracle10g/htdocs/10201hpsoft.html for my development and test environment, as described above?

Or, do I have to purchase a full license for my development server?

Or, Is there some provision that if I have a license for production I can run a development and test environment as well?
