Oracle Database Error Message

Can anybody tell me what this error code is? I cannot find a description or reference to 17067 anywhere online.

Invalid Oracle URL specified DSRA0010E: SQL State = 99999, Error Code = 17,067

For reference, this error occurs when loading our Enterprise Java Application using WebSphere and Oracle 19c 19.0.0.0.0.

Any help would be appreciated.

I don't think (I am sure actually) that this is an database server error, this is application error and this is coming from WebSphere.
According to google search results the main advice is to check connectivity between your client (WebSphere I guess) and database server.
