oracle database control does not start

I am new in oracle, i am trying to start the database control and getting a "page can't be displayed" https://localhost:1158/em

my os is windows 7.

I tried to set the ORACLE_SID

and than perform emctl stop dbconsole, which respond: "configuration issue" the specific directory not found.

does anybody can help me with this problem?
