Oracle Database Cloud Service instance creation request failed

Hi,

The create service request fails with the following message:

Oracle Database Cloud Service instance creation request failed: No sites available for tenant with identity domain [*******] to create a Oracle Database Cloud Service instance with requested resources..

Any idea what can be the reason ?
