Oracle Database 23ai (23.4.0.0) Free Container Image

I try to create container according to Documentation using environments -e ENABLE_ARCHIVELOG=true
-e ENABLE_FORCE_LOGGING=true, but database created as noarchivelog.
Setting -e TRUE_CACHE=truefor another container also does not work.

All other environments work fine.
